Leo Fel joined the Institute of Political Science in January 2022. He completed a Master's Degree in Law in 2020 from the Faculty of Law, University of Zagreb where he focused on public law, and particularly on constitutional and electoral law. Between 2017 and 2020, Leo was a regional research assistant on the project “ELWar - Electoral Legacies of War: Political Competition in Postwar Southeast Europe” at the University of Luxembourg. He has extensive experience working in the NGO sector, mainly for organizations focused on youth activism.

Leo’s interdisciplinary PhD project “e/i-Voting: Political and Legal Aspects in the Cyber Era” (e/i-V:PLACE) brings together the fields of political science, law, and computer science. The project objective is to explore the political and legal repercussions presented by the possibility of broader implementation of e/i-voting in electoral legislation in European countries. Leo has been examining and consolidating e/i-voting legislative and judicial practices, identifying and understanding the determinants influencing the implementation of e/i-voting, and exploring different voting technological systems and their compliance with the existing electoral regulation. The project also has a clear policy dimension, as it foresees the development of guidelines for the broader implementation of e/i-voting in Europe. The project is supervised by Professor Josip Glaurdić and Professor Peter Y. A. Ryan, and supported by the Institute of Advanced Studies (IAS) under the “Young Academics” funding instrument.
