Katalin Ligeti is a full Professor of European and international criminal law at the University of Luxembourg. In April 2017, Prof. Ligeti was elected Dean of the Faculty of Law, Economics and Finance of the University of Luxembourg, assuming office on 1 September 2017.
Prof. Ligeti obtained her Doctor of Law at the University of Hamburg in 2004, after having completed her legal studies at the Eötvös Loránd University in Budapest, Hungary. She also holds an LL.M. degree from the University of Bristol (UK).
Prof. Ligeti’s research focuses primarily on police and judicial co-operation in criminal matters, EU criminal law, comparative criminal procedure, economic and financial criminal law as well as the use of information technology in criminal proceedings. Publishing three monographs, several edited volumes and over 100 articles and chapters in academic volumes in English, German, French and Hungarian, her most recent books are ‘The European Public Prosecutor’s Office at Launch. Adapting National Systems, Transforming EU Criminal Law’ (with Maria Joao Antunes and Fabio Guiffrida, Wolters Kluwer, 2020), ‘Preventing and Resolving Conflicts of Jurisdiction in EU Criminal Law’ (with Gavin Robinson, Oxford University Press, 2018) and ‘White Collar Crime. A Comparative Perspective’ (with Stanislaw Tosza, Hart, 2018).
Prof. Ligeti has participated as an expert in several impact assessment studies of the European Commission. She has been also called on for her expertise by several European Parliament committees, the OECD, the House of Lords, the International Criminal Tribunal for the former Yugoslavia (ICTY), as well as the European Law Institute. In 2015 she was appointed first time as expert of the European Commission on EU criminal law policy. This appointment was reconfirmed in 2021 for the following five years. Between April 2017 and March 2018 she was special advisor of Ms. Věra Jourová, former Commissioner for Consumer Protection, Justice and Gender Equality. In 2021, she was appointed as member of the scientific advisory board of the Max Planck Institute for International and European Procedural Law.
Professor Ligeti plays a leading role in several transnational research networks:
- Vice President in Charge of Scientific Coordination of the International Association of Penal Law (AIDP)
- Co-coordinator of the European Criminal Law Academic Network (ECLAN)
- Member of the Board of Directors of the Siracusa International Institute for Criminal Justice and Human Rights
- Member of the Board of Directors of the International Penal and Penitentiary Foundation
- Member of the Board of Directors of the International Institute of Higher Studies in Criminal Sciences (ISISC)
- Member of the Jean Monet Network on Enforcement of EU law (EULEN)

Between 2013 and 2017 Prof. Ligeti was the Programme Director of the Master in European Economic and Financial Criminal Law, teaching European criminal law, corporate criminal law, compliance and special investigative techniques, stepping down from the post shortly after becoming Dean.
She continues to teach European and international criminal law as well as economic and financial criminal law.
Prof. Ligeti has successfully supervised to completion 5 PhD students, and is currently supervising 6 PhD students, all of whom have secured funding awarded on a competitive basis by the FNR (Luxembourg National Research Fund).
She established the concept and training programme of the recently launched Doctoral Training Unit on Enforcement in Multi-level Regulatory Systems (DTU REMS) which offers scholarship to 15 PhD candidates on a competitive basis. The supervision of these 15 candidates is distributed among colleagues of the University of Luxembourg.
Finally, she has successfully supervised 5 postdoctoral researchers who have all secured funding awarded on a competitive basis either by the FNR or by the University of Luxembourg.

Professor Ligeti has published widely on criminal policy, victim protection, juvenile justice, EU criminal law, financial crime, comparative criminal procedure as well as the use of information technology in criminal proceedings.
Prof. Ligeti has an outstanding record in project research, building research teams and creating international networks. In the last 15 years, she led and collaborated on more than 30 research projects including the creation of the major comparative law study: "European model rules of investigation and prosecution for the future European Public Prosecutor’s Office". In this project, for which around a million euros were raised, Prof. Ligeti guided and coordinated the work of more than 50 researchers from all Member States of the European Union.
Currently, Prof. Ligeti is working on a large interdisciplinary research project on "Criminal Proceedings and the Use of AI:Challenges for Common Criminal Procedure Principles and the Principles of the Rule of Law" funded by the CORE program of the FNR. The project address the legal implications of disruptive technologies such as AI and tackles the complex issues arising out of AI’s use in investigating, prosecuting, adjudicating, and punishing crime. In this project, Prof. Ligeti works together not only with internationally renowned specialists in criminal procedure law, but also with distinguished experts from computer science, data protection, ICT law, cybernetics, ethics, and EU criminal law.
Research grants:
Over the past 15 years, Professor Ligeti has obtained several prestigious research grants including grants from the European Commission, the Fonds National de la Recherche Luxembourg, the Humboldt Foundation and the Friedrich Naumann Foundation.
